BMC’s Special Budget Assembly Concludes with Unprecedented Discipline.

Bhubaneswar, February 17, 2024 – The Bhubaneswar Municipal Corporation’s Fiscal Year Budget Assembly concluded today with exemplary discipline, marking a significant milestone in the city’s governance. The FY 2024-25 budget, amounting to an estimated expenditure of ₹1027 crore, was passed and unanimously approved by the corporation, setting an all-time record in the history of BMC.
Chaired by the esteemed Mayor, Smt. Sulochana Das, the special assembly witnessed the active participation of key stakeholders, including BMC Commissioner Shri Vijay Amruta Kulange, Standing Committee Chairperson Smt. Pritinanda Routray, Additional Commissioner Shri Subhendu Kumar Sahu, City Engineer Shri Vilash Kumar Behera, and CFO Shri Lavanya Sabar. In this meeting all chairmen of the standing committee, corporators, senior officials of BMC, and team BMC were present.

On January 25, 2024, all corporate entities were distributed copies of the draft budget. Following extensive discussions and analysis, the budget has been meticulously crafted to cater to the interests of all segments of the city’s population. This budget marks a historic milestone in BMC’s history, as it surpasses the 1000 crore threshold for the first time. A surplus budget of 1027 crores has been prepared for the next fiscal year. This budget is focused on citizens and aims to benefit everyone. The Honorable Mayor emphasized BMC’s commitment to prioritizing citizen welfare through this budget.

She mentioned that nowadays, residents of our city are facing challenges in finding affordable venues like Kalyan Mandaps or budget-friendly hotels for weddings, ceremonies, and other gatherings within BMC limits. In response to their needs, BMC has decided to establish 10 Kalyan Mandaps and 4 wellness centers to provide enhanced healthcare services across the city. Additionally, to address flood risks, water blockages, and emergencies, BMC plans to procure additional pump sets and DG sets.

To properly manage and maintain Bhubaneswar city, the following funds have been allocated:
* Rs 105.96 crores for overall city management
* Rs 111.19 crores for garbage and waste management
* Rs 113 crores for the Ekamra Yojana
* Rs 50 crores for land acquisition
* Rs 97.72 crores for paving block road construction
* Rs 91.47 crores for drain construction and development
* Rs 21 crores for construction of Ward Offices
* Rs 25.51 crores for road beautification and purchasing new vehicles
These allocations are part of the complete budget, carefully planned to address these important areas.

This budget aims to make BMC better and more beautiful from various perspectives. Despite the initial draft estimate of Rs. 1492.50 crores, the complete budget proposes Rs. 1514.45 crores for expenditure, ensuring a balanced approach to city improvement.
Commissioner Shri Vijay Amruta Kulange mentioned BMC’s main sources of income include revenue amounting to Rs. 91 crores, a government grant totalling Rs. 125 crores, and Rs. 60 crores from the Mukta fund. Additionally, grants towards drain renovation and ponds renovation contribute Rs. 50 crores each, while various taxes account for Rs. 92 crores. Other revenue streams add up to Rs. 232.12 crores, with an additional grant of Rs. 363 crores.

In addition, it is anticipated that there will be a surplus revenue of Rs. 632.96 crores at the conclusion of the 2023-24 financial year. Looking forward to the 2024-25 fiscal year, the projected revenue income stands at Rs. 581.28 crores, with a capital income of Rs. 300 crores, resulting in a total estimated income of Rs. 1514.45 crores. Likewise, revenue expenditure is estimated at Rs. 580.46 crores, while capital expenditure is projected at Rs. 447.08 crores. It is anticipated that there will be an excess of Rs. 486.90 crores by the end of this year.
